Primal Kyogre is the rain enabler of Regulation M-A and one of the most punishing restricted picks in the format. With Drizzle up it turns Water Spout into a spread attack that threatens a huge portion of the metagame, and its stats make it the single most intimidating special attacker on rain teams. The standard play is to pair it with a fast Tailwind setter like Tornadus so Kyogre moves first and launches Water Spout before it takes damage; after that first hit its pressure drops quickly, which is why positioning matters more than raw power. Its crippling weaknesses are Grass and Electric, and it has no recovery, so every point of HP is a resource. Teams build around it either with a redirector such as Amoonguss or with dual speed control so the rain turns align. Primal Kyogre punishes unprepared teams faster than almost anything else in the format, but it also demands the most disciplined support — bring weather counterplay in mind, because losing the rain switch-off in a mirror can cost you the game.

Kyogre Primal performs best when its role is clearly defined in team preview. As a Special Attacker and Support Pokémon, focus on positioning it where it can execute its job without being forced into unfavorable exchanges. As a restricted Pokémon, it will attract significant counterplay — plan support and speed control around it.
