Kyogre is the definitive rain setter of Regulation M-A and one of the format's most punishing restricted Pokémon. Its Drizzle ability turns the weather on entry, and its signature move, Origin Pulse, provides a devastating Water STAB that threatens most of the format at full power. Its special Attack is enormous, making it the format's most intimidating special presence on rain teams. Its weaknesses are the ones Water-types always carry — vulnerable to Electric and Grass — and it is slow, so it relies on Tailwind or speed support to move first and launch its attacks at full power. It also lacks recovery, so every point of HP is precious. It functions best as the centerpiece of a rain team, paired with a fast Tailwind setter or with redirection to protect its early turns. Kyogre punishes unprepared teams faster than almost anything in the format, but it demands disciplined support and careful HP management. It is one of the most straightforward and powerful restricted picks available.

Kyogre performs best when its role is clearly defined in team preview. As a Restricted and Rain Pokémon, focus on positioning it where it can execute its job without being forced into unfavorable exchanges. As a restricted Pokémon, it will attract significant counterplay — plan support and speed control around it.
